Do Age-of-Marriage Laws Work? Evidence from a Large Sample of Developing Countries

This paper reviews the implementation of age of marriage legislation in different countries. It finds that laws are not being effectively enforced, even when they are new. It concludes that laws must be:

• accompanied by capacity building and resources for enforcement


• effectively enforced,  and enforcement should continue be closely monitored
